by Williams Strunk, Jr. is one available on the WWW.
The
instructions for authors
submitting articles to the
IEEE Annals of the History of Computing
or the
IEEE Computer
magazine
may help.
A
similar set

Communications of the ACM
is also available.

Virginia Tech "Editor's Style Guide"
gives instructions on how to give appropriate references to University related subjects.
References to electronic sources need special attention, especially since their content is not preserved in libraries and archives.
