There are a number of classic "style guides":

Elements of Style by Williams Strunk, Jr. is one available on the WWW.
The instructions for authors submitting articles to the IEEE Annals of the History of Computing or the IEEE Computer magazine may help.
A similar set for the Communications of the ACM is also available.

Virginia Tech "Editor's Style Guide" gives instructions on how to give appropriate references to University related subjects.
References to electronic sources need special attention, especially since their content is not preserved in libraries and archives. The Modern Language Association is one source, while there is also a collection of links to citation guides in a single document from the International Federation of Library Associations and Institutions.
