I believe that phrase is left over from an earlier version of the spec when the the amount of energy the browser took was equal to the amount of energy the bush must have. In that case it was possible for the browser to kill the bush. But with the new revisions it is not impossible.
: The spec says "If a browser enters a space containing a bush, and the bush has at least 20 units of energy, the broswer will eat 2 units of the bush's energy, which may or may not kill the bush." If the broswer only eats it when it has over 20 units of energy, how could it kill it by consuming only two units?
