Browser-Bush interactions

In the spec, it says "If a browser enters a space containing a bush and the bush has at least 20 units of energy, the browser will eat 2 units of its energy, which may or may not kill the bush. If it has less than 20, the browser ignores it"

My question is, if it only eats from the bush if it has 20 units or above, how is it EVER possible for the browser to kill the bush? It this a misprint and supposed to read 2 units or above?
