Well, think about it for a second..In real life if you're running a business like this do you really call up each of your trucks and say "hey, time to move to the next intersection, dufus"? I don't think so. Thus it's the responsibility of the controller to do this, and it's the responsibility of the dispatcher of assigning the trucks new towing jobs.
That doesn't mean that the controller "owns" the trucks. Neither does it mean that the dispatcher does. The trucks aren't part of either..logically. Just think about it for a second.
Just my 2 cents..
: Exactly what I did, I don't think we're wrong, its just the way we designed it. The controller shouldn't have any access to the trucks, I think once the dispatcher has them, they're his responsibility, just like in real life.
