Submission System smokes crack

I keep getting a java message box saying "You don't have sufficient privileges. Read the manual to fix this problem." when the EAGS applet is loading.

Cleverly, no manual is provided.

I tried lowering my java security settings in IE and that didn't help. I tried downloading the setup tool and setting the URL to the EAGSClient.html URL and that didn't help either.

Help?
