error C2677

I keep getting the error:

C2677: binary '<<' : no global operator defined which takes type 'class std::basic_string,class std::allocator >' (or there is no acceptable conve
rsion)
AND error C2065: 'outData' : undeclared identifier

I think the two are related but i dont know what did wrong. I have #include and .
Can anyone help?
