Because you should be programming to the stated requirements from the beginning of your development. That includes writing internal documentation.
The only time we get complaints about this is when students submit an undocumented program and get 100, planning to retro-fit documentation to their code later.
Documenting should be viewed as an integral part of writing code, not as an afterthought. That's why we have the policy.
